There is a setting made at the configuration level that defines the initial steps of the application processing.

In a usual flow, a Customer or a Back-Office User selects a specific credit product, amount, and term of the loan for which the application is filed (in particular, the Customer may use a promocode). Only after that are the customer details provided, scoring performed, etc.

In a termless flow, the product, amount, and term are defined first, and the application is submitted to the Origination Workflow. And when the application has been approved (automatically or manually), the authorized Back-Office user (with access to the Underwriting workplace) can provide the Customer with an offer or several offers.
This flow is often used along with automatic processing and multiple offers - this way the system checks the customer's credibility and it is up to the Back-Office user to provide this Customer with the offers they are applicable for.
